ABSTRACT:
This project will provide the Cesspool Conversion Working Group (CCWG) and Data and Prioritization Subgroup with updated information and data to assist CCWG efforts in creating a long-term cesspool upgrade plan for the state of Hawai‘i. The project’s main objectives are to (1) identify factors (e.g., sea-level rise, human health threats, groundwater flow) that will assist in the creation of prioritization criteria and upgrade timelines, (2) examine and categorize previously uncategorized (Priority level 4) cesspools, (3) reevaluate the 2017 Cesspool Legislative report recommendations based on new findings from data and reports authored for the Data and Prioritization Subgroup of the CCWG and provide recommendations, (4) identify exemption criteria for cesspools in areas not in need of critical upgrades, and (5) develop a formula to prioritize specific cesspools based on identified attributes and data.
